老子の格言「授人以魚、不如授人以漁」より。今日では社会保障給付を減らして職業訓練を充実させる政策の主張の際などに引用される。反対命題に近いものとしてはユニセフの「学びたい、でもその前に食べたい」がある。ダン・クエール版の「人に魚を与えれば一日で食べてしまうだろう。人に釣りを教えれば一日中釣りをしているだろう」というのもある。

これとは直接関係無いが「愚公山を移す」という話が中国にある。愚公という名の老人が家の前にそびえる邪魔な山を他所へ移そうと考えた。毎日山に赴き、石を運んで海へと捨てた。ある時そこを旅人が通りかかり、愚公が存命中に山を移すなど不可能だと諭した。そこで愚公の反駁して曰く、「私が死ねば息子が、息子が死ねば孫が、孫が死ねば曾孫が後を継いで山の石を運ぶ。山がこの先高くなる事は無いのでいつかは平らになる」 その後この話が天界に伝わり、愚公の努力に感銘を受けた天帝が神仙を二人派遣して山を移してやった。 「大切なのは目標に向かおうとする意志であり、進み続ければいつかは目標に辿り着く」という寓意なのかもしれない。

プブリウス（Publius）ではなくプブリリウス（Publilius Syrus）のことと考えられる。この英訳の出典となった本も間違ってPubliusとしているので仕方ない。
しかしこの格言は対応するラテン語が見つかっておらず、本人の発言に遡れないらしい。
